Safety in numbers

Former Central Intelligence Agency Director William Colby doesn't tell all and that's to his credit. This shows that he's one of the "Honorable Men" covered in the book's title.
By the way, the phrase "Honorable Men" comes from Colby colleague and CIA Director Richard Helms, who heroically kept the agency from politicization during Watergate at the cost of his job. Colby's trajectory as director was similar to that of Helms although what Colby ended up as a burnt offering to was the concept of openness. Following the social earthquakes of Vietnam and Watergate, CIA could not continue as the plaything of the American president, Colby boldly asserted. It had to become embedded in the court of public opinion. It was this difficult job of adjusting CIA to what the great David Hume called in another context the "new plan of liberty" that was Colby's greatest contribution and is the passion infusing this book.
It's impossible to miss this concept. It's all through Colby's wonderful prologue - "End of a Career" - and it's prominent on the final page when the director is sketching the internationalization of U.S. intelligence for the future. The Colby safety-in-numbers doctrine is best summed up in his comment to Soviet leader Leonid Brezhnev - "The more we know about each other the safer we will all be." (p. 470, original hardcover edition).
The only regret one will have today in reading "Honorable Men" is judging applicability of some of its prescriptions to the post 9/11 world. Colby notes (p. 230) that torture produces bad intelligence - something that the W. Bush and Obama administrations don't care to acknowledge. There are challenges presented by the expansion of government in this country that have international implications. Colby mentions the danger of cartels on page 461. The Federal Reserve is the ultimate cartel that does considerable damage to the living standards of people globally. How should the CIA treat the Fed?
Then there's the problem of neoconservatives cherry-picking intelligence and stove-piping it to certain policy makers to accomplish objectives for countries other than the United States (or to the supposed benefit of the U.S. and the foreign country, as the cherry-pickers like to believe). Are we to leave the machinations of domestic neocons and neolibs to the FBI (as per CIA charter) and pray that CIA can put out the fires at the policy-making level? Sadly, Director Colby (died 1996) is no longer among the living to guide us in these fluid situations.
"Honorable Men" is much more than a Church Committee-era period piece. Colby's experience in and with Vietnam remind us of the ever-present limits of military power and the importance of the world's strongest country doing things quietly behind the world's stage. Colby's way is identical to that of U.S. Senator George Aiken, R-Vermont, whose brave 1966 floor speech to get the U.S. military out of Vietnam was a plea to let the CIA win the war through the localist village system that Colby helped craft. Among other superb and timeless ideas in "Honorable Men" is economic inequalities feeding authoritarianism of the political Left and Right. There's more to say about this idea than Colby discusses but it's an important concept to keep in mind when viewing the world.
"Honorable Men" is well-peppered with generosity and humor. The generosity appears in assessments of major players including CIA directors Poppy Bush (who succeeded Colby), Helms, John McCone, and James Schlesinger (tech/management savvy McCone was the best director the agency ever had, Colby states) as well as Ambassador Clare Booth Luce. The often misunderstood Henry Kissinger gets his due. Humor and humility poke in when Colby reveals that he had to look up the word comptroller in a dictionary before accepting that job from Helms.
Colby treatment of President Kennedy is worthy of a book by itself. There's Kennedy's interest in the agency's work and his recognition of its abilities (despite the warring cultures within CIA so well described by Colby). JFK's remark - "Your triumphs are unheralded, your failures trumpeted" - is particularly true about CIA but is also a sad propensity of human nature as discussed by the saint Rabbeinu Asher (The Rosh) in his Orchos Chaim ("The Paths of Life"). The president's backing of the overthrow of the Diem government, Kennedy's own death not long after followed by the militarization of Vietnam policy are all part of the epitaph of the Greatest Generation's international idealism.
We shouldn't forget that William Colby was a member of the Greatest Generation and left us a great book and important ideas that the intelligence community and our nation ignore at our peril.

William Egan Colby a Great Servant and True patriot

No matter how any critic may see Colby and his life s work from OSS to CIA ,and eventually to DIA,you would have to see this as factual account of those years his Grandfatherly appearance even at a young age hid a great operative and brave man.The Phoenix era and the witch hunts in the Agency ,his stirling and manly appearances before senate committees etc serve to show him as the real thing. This book is a good read and an accurate memory. If Colby had done his service for the UK instead of the US he would have been Knighted... Sir William.

This is one of the main sources for the current book (2013) "Shadow Warrior". This one ends with the Ford Administration. I read it just before reading "Passionate Nation" a history of Texas. The same sorts of political distance is involved. Just knowing that Colby began in the 101st Airborne is relevant now when his recreation in London is boasted about.
